Effectively immediately, the university will adhere strictly to IHL Board of Trustees policy 401.0102, which requires Board approval of university appointments to specified positions, as well the appointment or promotion of any employee to a position with an annual salary of $75,000 or more.

The effective appointment date associated with an offer of employment for any position covered by this policy must be after the date of Board approval, and is contingent upon such approval.

Staffing and hiring decisions have immense impact on the operation of the university, and personnel costs represent a major portion of the university's budget. To help us ensure that this vital aspect of university business is being handled as efficiently, effectively, and appropriately as possible, we will take the following steps:

   

1.

Effectively immediately, the university will adhere strictly to IHL Board of Trustees policy 401.0102, which requires Board approval of university appointments to specified positions, as well the appointment or promotion of any employee to a position with an annual salary of $75,000 or more. The effective appointment date associated with an offer of employment for any position covered by this policy must be after the date of Board approval, and is contingent upon such approval. The Department of Human Resources Management will post on its website a schedule of dates by which personnel actions requiring Board approval must be submitted to HRM in order to be considered at a particular Board meeting. This information should provide guidance concerning projected appointment dates to be used in future offers of employment.

2.

Currently outstanding offers of employment and appointments that already have become effective or are scheduled to become effective prior to Board of Trustees approval will be reviewed and evaluated individually. Units that have extended such offers of employment should contact their assigned Department of Human Resources generalist as soon as possible for consultation and assistance.

3.

Effective immediately, no public announcement of hiring decisions requiring Board approval may be made in advance of Board action.

4.

Effective immediately, creation of any new position covered by IHL policy 401.0102.a. requires the approval of the university president through the online Position Approval Request Process. Creation of other new positions will continue to require the approval of the appropriate vice president.

Information for Hiring Departments

New Positions Creation of a new position with an annual salary of $75,000 or more will require the approval of the university president, whether a waiver request or posted through the Position Approval Request Form process. Either action will follow the standard approval process through the appropriate channels, then route to HRM to obtain presidential approval.
Required Paperwork In addition to a resume and reference check summary, departments must submit an Employment Action Form (EAF), Position Approval Request Form (PARF) or waiver letter, and letter of offer endorsed by the responsible administrative channels to have the hire reported to the IHL for consideration of approval.
Late Paperwork Any Employment Action received after the above posted dates will appear on the next month's IHL Board agenda. No exceptions can be made. The employee cannot begin work until they have received approval by the IHL Board.
